Emergency Management Southland (EMS) helps the Southland community to develop its resilience, improve its preparedness for emergency events and supports the community during and after an event. Established by the four Southland Councils, our shared services model puts us at the forefront of emergency management in the country. We also play an important role in the award-winning Alpine Fault 8 programme, designed to build resilience for the next alpine fault earthquake.

Our community driven response planning helps our communities make sure they are as ready as possible for any adverse event which may affect them. During an emergency, our purpose-built facility can be scaled-up and operate 24/7, such as the floods of 2020 and 2022 and the Covid-19 pandemic.

We are looking for an experienced leadership professional to join us as Manager / Group Controller.

About the role:

This is a dual-role which requires somebody with superb leadership skills, who will be ready to act in an emergency.

The day job of manager involves taking a 4R's approach to emergency management (reduction, readiness, response and recovery) across a number of hazards, ensuring there is a plan in place and helping to make Southlanders part of a more resilient community. You also manage the team and the emergency coordination centre to ensure they are ready to respond to an emergency at a moment's notice.

The role engages at a national level with the National Emergency Management Agency (NEMA), to ensure that Southland is represented in national planning, and with the other national agencies supporting the AF8 programme of work.

During an emergency, you exercise the role of Group Controller, directing the overall response to the event at hand. This involves working with a number of partner and response agencies in a coordinated incident management system (CIMS) structure whilst keeping key stakeholders, and the public, briefed.

This role has an on-call commitment and you need to be prepared to step up at short notice for emergencies, which will involve working under pressure and with tight time constraints.

About you:

We are looking for applications from people with operational management experience in a relevant field and experience in community engagement. You must have excellent relationship skills and written and spoken communication abilities. You will preferably have experience in emergency management response, ideally with Civil Defence Controller training.

The emergency component of this role requires you to exercise statutory powers and make significant decisions in time pressured and weighty situations. You must be able to rise to this challenge, demonstrating the ability to think critically and act calmly under pressure.

We are recruiting for this role on a permanent basis but are also looking for someone to fulfil the role in the interim until that appointment is made.

An initial offer of remuneration will be made within the range $127,980. - $135,090.
