Q1 Does the Strategy set a clear and ambitious direction? Why or why not?

Yes we believe the strategy is setting a high level roadmap for achieving better outcomes in health
and safety. What we would like to see is more specific targets and KPIs to understand if this is being
achieved. We would also like to see clarity about what is included in the remit of the strategy for
example occupational road risk and the impact of work on wider society.

Q2 Does the Strategy provide a platform for better coordination and
alignment? Why or why not?

We believe the strategy is acknowledging that the problem with capacity and capability is far
reaching however it does not provide the level of detail to understand how the different
organisations will work together to resolve this issue.

We would also like to understand how different government departments will engage with each
other on shared issues.

We note that the Taskforce recommendation of a single accountable agency has not been achieved
and there is still the danger of fragmentation despite the overarching governance structure being
proposed.

Q3 Does the Strategy focus on the areas and people that will make the biggest
difference? Why or why not?

In general, yes, however there is a piece missing in the area of supply chain management/
procurement. Currently this area seems focussed on a compliance, tick box approach. There is an
opportunity for government to provide leadership in this area both in their procurement process and
assisting industry sectors in doing the same. This in turn reflects a focus on workplaces rather than
those who influence work such as through safety and health in the design of equipment, systems etc.

The system map does not include a range of influences including political/economic, global factors,
the insurance system etc. The Taskforce report p44 contains a system map that includes some of
these elements
