About ORC

At the Otago Regional Council (ORC), our mission is protecting, connecting and enhancing Otago's environment, now and for the future — Mou, moku, mo tatou, For you, for me, for us. To be sure we can deliver on our responsibilities, we are evolving as an organisation, and we're not overstating when we say we have some really big targets to reach. We need the right people, in the right roles, to help us to get there.

We think Otago's a pretty special place. It covers a vast area — the third largest local government region in New Zealand. Those who call Otago home enjoy access to mountains, coastal lowlands, dramatic rivers, and wild beaches. Our environment here is part of who we are, and at ORC, we work each day to look after it.

The Opportunity

We are looking for a Team Leader Health, Safety and Wellbeing to join our People and Safety team on a fixed term basis of 9 months covering parental leave. This is a full-time (37.5 hours per week) position, based in Dunedin. In this role you will be leading a small team and ensuring health and safety procedures are followed across the organisation.

The purpose of this position is to provide leadership and subject matter expertise for ORC’s Health, Safety and Wellbeing function, driving a proactive, learning-oriented culture that prioritises enablement and continuous improvement. The role actively builds constructive and collaborative relationships across the ORC and with external stakeholders — enabling leaders and teams to embed HSW into everyday work — while maintaining legal compliance with HSWA 2015 and other applicable legislation.

As a Team Leader Health, Safety and Wellbeing, you will be responsible for:

  • Providing leadership to the HSW team, to ensure their activities are aligned with the HSW Strategic Work Plan and goals of the wider People and Safety team.
  • Partnering across all levels to provide expert, context-specific HSW advice and support.
  • Continuing to strengthen our critical risk management through bow-tie workshops, analysis and collaborating with people leaders, H&S reps and staff to implement new controls and verify controls.
  • Leading the provision of stay at work, return to work and employee wellbeing support processes.

If you enjoy leading a team and are passionate about health, safety and wellbeing in the workplace, then this is the role for you!

About You

Our ideal candidate will have:

  • A tertiary qualification (Level 6 diploma or higher) in Health and Safety or extensive equivalent experience.
  • Significant experience (8+ years) in HSW roles, with at least 3 years at a senior advisor level or higher.
  • Demonstrated leadership of HSW teams and coaching of developing practitioners and people leaders.
  • Sound understanding of Risk Management methods, critical risk assessment and verification.
  • A continuous improvement focus and demonstrated ability to lead HSW initiatives through to successful implementation with appropriate staff input and change management.
