Whanganui District Council are looking for an experienced transport network and asset management professional with a passion for people and technical leadership, infrastructure asset management, and for supporting Council to successfully meet commitments to our community in a positive and collaborative way.

About the Role

The role reports directly to General Manager - Community Property and Places and is responsible for a significant and diverse network, comprising some 900 kilometres of roads, 75 bridges and large culverts, almost 300 retaining structures, 6,500 street lights, 340 kilometres of footpaths and cycle ways, a regional small airport with circa 8,000 aircraft movements per month, as well as a small port focused on bulk product movements.

Key responsibilities of the role includes:

Leading the development and overseeing the implementation of transport related strategies, policies and plans and managing Council's legal responsibilities and obligations as a road controlling authority

Providing technical leadership, support and advice, while developing and enhancing collaborative relationships with Council's iwi partners, funders and key stakeholders

Leading the Whanganui Alliance (our collaborative partnership with Downer NZ) through the Alliance Management Team, in achieving network maintenance outcomes and service delivery performance.

Preparing and implementing maintenance intervention strategies, improvement plans including forecasts and budgetary requirements aligning with council's strategic direction.

Managing the work with the airport and port operational teams to ensure safety and compliance activities are fit for purpose

Skills & Experience

This role will suit a civil engineer with highly developed skills in people leadership and teamwork. We want to hear from you if you have:

* A degree level or REA qualification in Engineering and proven experience in management of road transport networks

* Demonstrated contract management experience

* Strategic Planning experience

* Proven professional experience mentoring teams

* Proven track record in continuous improvement and delivering exceptional service
